Payroll software is very good at processing payroll. Running a payroll bureau is a much bigger job. When we began Luna, we started with a blank sheet of paper, nearly two decades of practical payroll-business experience and a modern technology team, and asked what bureau-management software should now be capable of doing.
What should software designed to manage a payroll bureau actually do?
We have been asking ourselves versions of that question for nearly twenty years. The answer has changed considerably.
Payroll software has become more capable. Cloud technology has changed how systems can connect with clients expecting more visibility and employees wanting their pay and HR information to be available when they need it. Communication no longer has to disappear into an inbox and data can move between systems rather than being repeatedly exported, re-keyed and reconciled. And let’s not forget AI, which is creating another set of possibilities for how software can understand work, information and context.
So when we started building Luna, recreating what had gone before would have missed the point.
Years of learning, and a fresh start
Our experience of building technology around payroll operations goes back through several previous businesses and products. We built internal management tools and developed online and mobile ways for employees to access pay information. We worked on CRM and job tracking, developing task-led payroll management and approval for complex sectors such as education.
Each of those experiences taught us something about the gap between processing payroll and running a payroll service.
But those products belong to an earlier chapter. When that chapter closed, the software did not become Luna. When we began development again in 2024, we started from scratch.
That distinction matters. Luna is not an old platform with a new interface, and it is not an attempt to recreate a previous product. It is a new cloud platform, designed for the realities of running a modern payroll bureau. What we brought to the blank sheet of paper was experience. Years of knowing where payroll businesses lose time, where service becomes difficult to control, where information gets fragmented, and where technology can create a genuine operating advantage.
Payroll software and bureau-management software have different jobs
A payroll engine processes payroll. Bureau-management software should help you run the business that delivers it.
That sounds obvious when it is written down, but the distinction is important. A bureau is managing far more than calculations. It is managing customers, people, deadlines, communications, approvals, documents, exceptions, capacity, billing, knowledge, security and the experience of everyone who interacts with the service.
For years, much of that work project management systems and, inevitably, people’s heads. Those tools can all be useful, the problem is in the gaps between them.
We think modern bureau-management technology should have a much bigger job. Just as Practice Management software has revolutionised how accountancy practices operate, payroll bureaus need the same.
Manage the business, not just the payroll jobs
The first job of bureau management software is to help you understand and control the business that happens to deliver payroll.
That means visibility across work, customers, people and capacity. Knowing what is due, where risk is building, what is taking more effort than it should and where the team has room to absorb more work. Management information should come from the work taking place, rather than becoming another exercise in asking people to update a spreadsheet.
Deliver the service as a connected process
Payroll delivery is not one task. Information has to arrive, work has to be completed, questions answered, exceptions resolved, decisions approved and outputs delivered.
Modern bureau software should orchestrate those stages rather than simply provide another place to record them. It should know what should happen next, make the relevant information available at the right point and reduce the amount of coordination people have to do manually.
Improve the experience for everyone involved
A bureau-management platform should not improve life for the bureau by making life harder for everybody else.
The bureau team needs clarity and control. Customers need visibility, simple ways to provide information and confidence about what is happening and their employees need secure, straightforward access to the information and support that relates to them.
Those experiences are connected. A customer who can see progress does not need to chase for an update. An employee who can securely access the right information does not need to create another email query. Better experience can also mean less administration.
Create capacity to grow
Efficiency matters, but efficiency on its own is not much of a business strategy.
The more interesting question is what a bureau can do with the capacity technology creates. It may be able to take on more customers without increasing headcount at the same rate. It may be able to deliver a more differentiated service. It may be able to offer additional services that previously looked too difficult to administer profitably.
Growth should not simply mean asking the same team to process more payrolls faster. Technology should help change the economics of the service.
Why Luna starts with the bureau
That thinking became the basis for Luna.
Luna is designed around payroll bureaus, accountants and managed payroll providers. It works alongside the payroll engines they already use and focuses on the wider operating environment around payroll – the bureau, its customers and their employees.
The wider Lunaverse brings those experiences together through LunaCore, LunaBase, HeyLuna and Luna+ rather than treating each interaction as an unrelated piece of software.
We have also been able to make decisions that would have been much harder in earlier generations: cloud-first architecture, tenant-aware design, modern integration, stronger identity and access patterns, connected data and AI that can be considered as part of the application and workflow rather than added as a chatbot on the side.
Security and data protection are part of those architectural decisions from the outset. They have to be. Payroll systems deal with some of the most sensitive information an organisation holds.
A new product, informed by a long history
There is something particularly satisfying about launching Luna because the idea behind it has been developing for much longer than the product itself.
We know the operational problems because we have lived with them. We have had the benefit of trying different approaches over the years, seeing what helped, seeing what created new constraints and watching technology change around us.
Then we had the opportunity to start again.
A blank piece of paper. A great technology team. A lot of payroll knowledge. And a fairly simple question, “What should modern payroll bureau-management software actually do?”
For us, the answer is increasingly clear. It should help you manage your business, deliver your service, improve the experience for everyone involved and create the capacity to grow.
That is what we have built Luna to do.
